坚持公平与效率并重是城乡教育统筹发展对中小学教师资源配置的应然诉求。目前,我国中小学教师资源配置城乡结构性失衡,并非表现为教师储备数量差异,而表现为教师质量差异,城区教师质量明显优于乡村。统筹城乡中小学教师资源均衡配置需要坚持公平与效率并重,确保配置取向合理;提高农村中小学教师劳动力价格,引导城市教师合理“倒流”;落实中小学教师“契约人”身份,促进城乡教师合理流动。%From the angle of urban-rural integrated development,allocating teacher resources in primary and secondary school ought to insist on paying equal attention to fair and efficiency. Now in our country,structural imbalance on terms of teacher allocation occurs between urban and rural areas,which is not expressed as the number of differences between urban and rural teachers reserves,but expressed as striking difference on quality of primary and secondary school teachers,and this quality in city is superior to the villages. In order to integrating city and village,we should stick to a goal that paying equal attention to fair and efficiency and ensure the reasonable orientation;promoting teachers’labor costs of primary and secondary school in rural is to guide urban teachers“backflow”reasonably;implementing a status of“contracting man”for primary and secondary school teachers is to promote a reasonable flow between urban and rural areas.
