城乡统筹背景下的征地制度改革：南京的补偿安置政策改革及其绩效

Land requisition system reform is an important measure to promote urban-rural integration. Based on the comparative analysis of Nanjing’s compensation and resettlement policies of land requisition over the past decade, the paper focused on the highlights of the 2011 land requisition policy of Nanjing which includes regional comprehensive compensation, integration of urban social security and establishment of funds for transfer. Finally, the performance of land requisition system reform was evaluated respectively from terms of policy analysis and sample survey. The results show that the reform of the land requisition system in Nanjing has always been market-oriented, integrated, equitable goal oriented, and has achieved positive results in the protection of farmers' livelihoods. As one of the ifrst pilot cities, Nanjing’s policy reform in recent years has played a leading role in promoting the land requisition system reform orderly.%改革现行征地制度是推进城乡统筹发展的一项重要举措。本文在对比分析南京市近十年来两次征地补偿安置政策改革方案的基础上，从区片综合补偿、接轨城镇社保、设立调剂资金三方面，着重介绍了2011年征地新政的亮点。最后，分别从政策条款分析和抽样调查评价两方面，评判了南京市征地制度改革的绩效。结果显示，南京市的征地补偿安置政策改革遵循着一条市场化、一体化、公平化的演进路径，并始终关注对被征地农民生计的有效保障。作为我国首批征地制度改革试点城市，南京市近年来的政策改革经验为有序推进征地制度改革提供了有益借鉴。
