我国知识产权管理系统协同及其演化的速度特征研究

         

摘要

全面测度知识产权管理系统协同度及其演化态势是研究知识管理系统协同问题的关键.在详细考察经典复合系统协同度测度模型的建模原理及功能效应的基础上,针对在测量序变量有序度对系统协同贡献度运算中未嵌入序变量权重信息的弊端,提出了一个包含权重信息并兼顾序变量"功能性"和"协调性"的改进复合系统协同度测度模型;考虑到原始经典模型只能处理静态系统协同度的不足,在改进模型基础上扩展了一个由"演化速度状态"和"演化速度趋势"共驱的测量系统协同演化质量与效度的速度特征模型.对在 2004 年-2013 年期间我国知识产权管理系统协同及其演化进行了实证研究.实证结果表明:静态视角下,我国知识产权管理系统协同此期间呈现出显著的阶段性差异,且存在着"功能性陷阱"和"木桶短板效应";动态视角下,我国知识产权管理系统协同发展演化速度特征在经济危机爆发期及后期分别显示出低质量的下降态势和高质量的上升态势,但在下降态势期其变化幅度出现变缓趋势,在上升态势期其上升幅度出现递减效应.实证结果为制定知识产权发展政策和推动实施创新驱动发展战略提供借鉴.%In recent years, as system paradigm and synergetic theory develop, new perspectives of the analysis of intellectual property management have arisen from these theories, especially the timing change point of view. A system of co-evolution in the field of intellectual property management has become a very active research direction. The key to researching the synergetic issues of intellectual property management system is comprehensive measurement of the synergy of the intellectual property management system and its evolution trend. Many scholars have proposed measurement methods on collaborative complex system and its evolution trend. However, due to the restriction of assumptions and application environment, there are inevitable drawbacks. This study adopts the principles of modeling and functional effects of the Classical composite Synergy-Degree measure model. For the drawbacks of not embedding the weight information in measuring the contribution of the order-degree of ordinal variables to system synergy, we proposed an improved measure model of the Synergy-Degree of complex systems containing a weight information by considering "functional" and "coordination" of the ordinal variables. The original classical model can only calculate the Synergy-Degree of static system. We extend a speed characteristic model of the quality and validity of the measuring systems’ co-evolution by co-driving from "evolutionary speed Status" to "evolutionary speed trend" based on the improved model. After referring to the results of research on system internal structure and each subsystem evaluation system of intellectual property management, this article designed a sequence of intellectual property management system variable system which consists of 15 ordinal variables. In addition, this paper uses empirical data from China Science and Technology Statistical Yearbook, China Statistical Yearbook, China Industrial Economy Statistical Yearbook, and China Intellectual Property Yearbook. This paper also conducts empirical research on the synergy of intellectual property management system and its evolution trend in the period of 2004-2013. This paper measures the speed of collaboration and co-evolution from static and dynamic perspectives. The empirical results show that the synergy of the Intellectual Property Management System presented a significant difference in the stage. There is a"functional trap" and "bucket short board effect" from the static perspective. On the other hand, the evolution speed feature of synergetic development of the Intellectual Property management system in the economic crisis and the late period show a downward trend of low quality. However, the magnitude of the changes appears to be small in the downward period and its rising creates diminishing effect in upward trend from the dynamic perspective. Thus, the empirical results provide a reference for formulating intellectual property development policies and promoting the implementation of innovation-driven development strategies. Finally, this research presents the outlook from lateral perspective (area) and longitudinal perspective (time) provides entry points for future improvement.
