PPROBLEM TO BE SOLVED: To provide a method and an apparatus for evaluation such that a system interprets a user input 1 when holding an understanding state 1 and can evaluate how good an interpretation of changing to an understanding state 2 is. PSOLUTION: The apparatus comprises an index generating means of generating an index obtained by comparing information request contents (C) and (C)' of a user that the system holds and an index obtained by comparing update from information request contents (A) of the user that the system has to (C) and update from (A) to (C)', an index value calculating means of calculating the value of the index generated by the index generating means, and an evaluation scale generating means of generating an evaluation scale showing how good the input information interpretation of the user of the system is by finding a function of the index value calculated by the index value calculating means and the index representing how good an exchange between the user and system is.
