PROBLEM TO BE SOLVED: To quantitatively confirm safety of a power storage device by utilizing a dummy power storage device configured by combining an electrode substance and a separator, without using an electrolyte.SOLUTION: A safety evaluation test method executes the steps of: forming a dummy power storage device S0 by interposing and overlapping a sheet-like separator substance S2 on a stage 1 between a sheet-like positive electrode substance S3 including a cathode collector and a cathode active material layer and a sheet-like negative electrode substance S1 including an anode collector and an anode active material layer; supplying a determined voltage or current between the cathode collector and the anode collector of the dummy power storage device; and short-circuiting the cathode collector and the anode collector by moving a test nail 2 towards the stage and penetrating the dummy power storage device S0 with the test nail. By short-circuiting the cathode collector and the anode collector, it is verified whether the electrode substances of the dummy power storage device are shifted into a combustion state.SELECTED DRAWING: Figure 1
