Houston—Contract driller Hercules Offshore is seeing a “slow start” to shallow-water activity this year in the Gulf of Mexico that resulted in its decision last month to suspend reactivation of its Hercules 203 jackup rig that was planned for this year, the company’s CEO said last week. Also, shallow-water permitting appears to be taking longer than it has since the socalled “permitorium”—that is, sluggish permitting activity—that followed the Macondo well blowout in 2010, John Rynd said during a quarterly earnings conference call. Sluggish permitting is but one of several factors that account for the slow start to activity this year, Rynd said.
