集装箱船舶大型化趋势下上海港发展的对策建议

         

摘要

经济全球化和世界经济一体化加速了全球集装箱运输网络化的形成。干线运输和大型枢纽港的出现,以及航运技术的不断发展,集装箱船大型化的趋势日益明显。船舶大型化带动货量持续增加,对于港口的基础设施以及内陆土地资源的要求也大大提高。上海港与国外先进港口硬件设施基本相当,上海作为全国经济中心,以及自贸区推行的沿海捎带业务,都极大强化了上海港集装箱中转业务。与此同时,上海港受港口自然条件、相关技术规范以及目前建设滞后等诸多原因的影响,港口在泊位大型化方面目前还未能与集装箱船舶大型化发展保持同步。上海港必须加强与航运企业、货主、最终需求终端的合作,加大与长江流域的内河港口以及沿海地区中小型港口的合作力度,形成一个有层次、有分工的航运网络,集中力量将上海港打造成国际枢纽港,成为上海自贸区建设的有力推手。%Economic globalization and world economic integration accelerating, the formation of the glob-al container shipping network is main transportation and the emergence of large hub port and the continuous development of shipping technology, large-scale container ship, the trend has become increasingly apparent, ship large drives the cargo continues to increase, for inland port infrastructure and can also greatly improve the land resources. Shanghai port with the same hardware facilities, advanced foreign ports of Shanghai as a national economic center, as well as the free trade area of coastal from business, greatly strengthen the Shang-hai port container transshipment business. At the same time, the Shanghai port by port natural conditions, the related technical specification and the influence of current construction lags behind, and many other reasons, so the port in garages large-scale so far have failed to keep pace with the container ship' s large-scale de-velopment. Shanghai must strengthen with shipping companies, shippers, final demand terminal of cooperation. Increase with inland ports of the Yangtze river basin and coastal area of small and medium-sized port cooper-ation, form a hierarchy, the division of shipping network, the focus will be in Shanghai port into an interna-tional hub port, become a powerful driving force for the construction of Shanghai free trade zone.
