摘要

Due to programmes complexity and high social impact, how to spend the lowest cost to achieve their objectives meeting programme requirements with less inhabited risk have become the owners of large-scale projects decisions difficulties. From the owner's perspective, by analyzing the time optimization mechanism, this paper systematically introduces two compression schemes to analyze the effects on the cost of projects own started in advance, effects on the cost of the successors and effects on the benefits of the owner due to the time ahead of schedule. In addition, establishing and testing a programme time optimization model. With the support of a case study, the results provide empirical evidences on the effective of the model, which form a sound basis for programme owners' decision made during programme implementation. The above insights suggest research and practical emphases on the holistic relationship between owners and project managers, constitute a theoretical contribution to knowledge of the programme time optimization model for large-scale construction programme and improving of the enthusiasm of the contractors and the efficiency of programme's management.
