To reduce a burden of a work report creation work.SOLUTION: A work report creation device comprises: a schedule information storage part storing schedule information; a table storage part storing a table mapping a content of a work action with a burden caused to a worker by the work action; a specification part referring to a detected value corresponding to the burden caused to the worker by the work action and specifying a content of the work action by referring to the table stored in the table storage part; a determination part determining whether or not the work action specified by the specification part matches the schedule information by referring to the schedule information from the schedule information storage part; and an output part outputting data reporting the work action determined to match the schedule information by the determination part as a work record.SELECTED DRAWING: Figure 1
