PURPOSE:To prevent the damage of electrical machinery and apparatus, as, such a breaker, etc. by the needless operation of a handle, by forming the electrical machinery and apparatus so that an inserting port of the handle for operation automatically be closed under a condition that insertion and pulling-out are inhibited in the ''ON'' of the electrical machinery and apparatus. CONSTITUTION:When insertion and pulling-out are locked under an ''ON'' condition and made possible under an ''OFF'' condition in machinery and apparatus 11, such as, a breaker, etc., a plate spring 27 interlocking with a main shaft 4 pushes up a pin 24 and a shutter lever 22 turns using a pin 23 as a fulcrum to cover an inserting port 15 of a handle for operation under the ''ON'' condition, and the shutter lever 22 rotates by the action of a twist spring 26 to expose the inserting port 15 of the handle under the ''OFF'' condition. Thus, the damage of the machinery and apparatus by unnecessary operation can be prevented because the inserting port of the handle is automatically covered when insertion and pulling-out are inhibited and the machinery and apparatus cannot be operated under the ''ON'' condition.
