PPROBLEM TO BE SOLVED: To facilitate convenience in working which is required, when a health insurance card which is issued to each person is recovered. PSOLUTION: Each of qualified persons is identified by personal information including a branched number for identifying a qualified person constituting the same household assigned, separately from assured person information including the symbol/number of the health insurance card. On a personal card which will be issued to each person, the insured person information, including the personal information, is recorded by two-dimensional codes. An insurer side system has a recovery management database 24, in which the personal information is associated with a recovery-finished flag and is held. A recovery management part 16, when the personal card is recovered on a household basis, sets the recovery-finished flag corresponding to the personal information read with a card reader 10. If personal information is found for which the recovery-finished flag is not set, when recovery check for one household is finished, it is decided that the omission of personal card recovery has occurred in the household.
