PURPOSE: To provide a system and a method for stabilizing and reusing recycling water to prevent environmental pollution, reduce cost, improve quality of ready-mixed concrete by maintaining concentration and pH(acidity) of recycling water constantly and automatically through automation of the whole process, thereby stabilizing recycling water and reusing the whole quantity of recycling water. CONSTITUTION: The system comprises a storage tank(20) in which recycling water is stored, and which is equipped with first sensing part for sensing the status quo of the recycling water; a reaction tank(30) in which reaction water obtained by mixing recycling water of the storage tank with stabilizer is stored along with clean water, and which is equipped with second sensing part for sensing the status quo of the reaction water; a chemical tank(60) for storing the stabilizer; a discharge tank(40) in which reaction water of the reaction tank is stored, and which is equipped with a third sensing part for sensing the status quo of the reaction water flown in; and a control part into which setting conditions of the recycling water and reaction water are inputted, and which flows the recycling water into the reaction tank if the status quo of the recycling water corresponds with the setting conditions, flows the reaction water into the storage tank again if the status quo of reaction water of the reaction tank is different from the setting conditions, flows the reaction water into the discharge tank if the status quo of reaction water of the reaction tank corresponds with the setting conditions, and flows out reaction water of the discharge tank to the outside when the status quo of reaction water of the discharge tank corresponds with the setting conditions.
