When all cared persons can not be completely transferred by the prepared vehicle allocation plan and some cared persons who can not be transferred are left, a vehicle allocation plan is prepared again by increasing the patrol frequency by each pick-up vehicle and adding the total time required for patrol of each pick-up vehicle to the restriction conditions.
