A steering gear (130) has a closed center valve operably connected with a steering wheel (12) and fluidly connected to a fluid source. The valve is moved to open position allowing the flow of hydraulic fluid from source to fluid motor, to effect turning of wheels (15), or to closed position blocking the flow of hydraulic fluid to motor. An electric motor (18) operably connected to steering wheel, is activated to resist rotation of steering wheel to provide steering feel to vehicle driver and to modulate force applied to wheel upon initial opening of valve.
