PROBLEM TO BE SOLVED: To encode and transmit more spatial frequency component information than spatial frequency component information displayed at a resolution of an input dynamic image.;SOLUTION: A first super-resolution enlargement unit 103 includes frequency component information in a spatial direction and a temporal direction which could not be adequately displayed at a standard resolution although latently included in an input dynamic image by applying a super-resolution enlargement process to the input dynamic image having the standard resolution. A first resolution converter 104 returns the signal which has undergone super-resolution enlargement to the standard resolution. A second encoder 107 encodes the signal which has undergone super-resolution enlargement and which was returned to the standard resolution. A first encoder 102 encodes the input dynamic image having the standard resolution. A multiplexer 109 multiplexes an encoded bit stream from the first encoder 102, an encoded bit stream from the second encoder 107 and the like.
