A first super-resolution image enlargement unit (103) includes frequency component information in the spatial direction and the temporal direction which could not be adequately displayed at the standard resolution although latently included in the input dynamic image by applying a super-resolution enlargement process to an input dynamic image having standard resolution. A first resolution converter (104) returns the signal which has undergone super-resolution image enlargement to the standard resolution. A second encoder (107) encodes the signal which has undergone super-resolution enlargement and which was returned to the standard resolution. A first encoder (102) encodes the input dynamic image having the standard resolution. A multiplexer (109) multiplexes the encoded bit stream from the first encoder (102) and the encoded bit stream from the second encoder (107). The second encoder (107) may use the locally decoded signal at the first encoder (102) or a processed version of that signal as the reference signal.
