PROBLEM TO BE SOLVED: To prepare a cell library for analyzing statistical timing capable of precisely analyzing the statistical timing and capable of being created in a short time.;SOLUTION: The cell library preparation device or the like includes a group determination means 101 for conducting grouping in each cell having the same topology, a representative cell selecting means 104 for selecting representative cells from respective groups, an output load capacity-input signal transition time determining means 106 for setting one ore more of signal transition time ratios, and calculating an output load capacity and an input signal transition time in each signal transition time ratio set based on a cell library for analyzing static timing in each selected representative cell, a circuit simulation executing means 107 for executing circuit simulation using the calculated output load capacity and the input signal transition time to find an average delay time and a delay dispersion amount, and a library output means 109 for outputting a correlation between the signal transition time ratio and a delay dispersion ratio in each representative cell.;COPYRIGHT: (C)2010,JPO&INPIT
