PROBLEM TO BE SOLVED: To reduce the labor on the part of a referred person and eliminate the need for a database to store codes.;SOLUTION: A presence server 30 stores the presence information of each referred person in association with referred person identification information R. On the other hand, a referred person's terminal 10 generates a disclosure ticket T including the referred person identification information R, disclosure requirements C, and signature data. Such a disclosure ticket T is reported to a referrer, and when the disclosure ticket T is sent from the referrer's terminal 20 to the presence server 30, the presence server 30 uses the signature data and the disclosure requirements C included in the disclosure ticket T to determine whether or not the presence information corresponding to the referred person identification information R similarly included in the disclosure ticket T can be disclosed.
