The device (1) has driving pulleys (8,9) with guiding grooves, which are driven by an electric motor (11), and a feed pipe arranged in front of grooves. A receiver (16) with funnel-shaped aperture is arranged corresponding to the grooves so as to control compression and entanglement of wire (6) fed through groove. A guide hose (17) is connected with a guide pipe (19) through transition portion (18) where guide pipe is adjusted to feed wire. The transition points from receiver to guide pipe are provided such that wire emerging from base is introduced to large funnel-shaped aperture.
