PPROBLEM TO BE SOLVED: To provide a technique for determining the driving conditions of a driver with a few data to be acquired in a short period of time. PSOLUTION: A driving condition determination device is configured to calculate the featured quantities of the driving characteristics of a driver as the information of the predicted error distribution of a driving operation based on driving operation information, and to acquire a driving characteristic model after learning based on a driving characteristic model comprising the calculated featured quantities of the driving conditions and the information of the predicted error distribution of the driving conditions becoming a preset reference, and to determine whether or not the current driving conditions are unstable driving conditions different from normal driving characteristics based on the acquired driving characteristic model after learning and the featured quantities of the current driving characteristics.
