PROBLEM TO BE SOLVED: To create a further economical firepower operation program, in an operation program creating device in a power system having a firepower/waterpower/pumped-hydropower generator.;SOLUTION: The operation program creating device includes: a firepower generator operation program creation processing part 4 which creates the firepower operation program related to a plurality of firepower generators on the basis of a predicted command prediction value; and a waterpower/pumped-hydropower generator operation program creation processing part 6 which satisfies a constrained condition including supply/command balance and an auxiliary capacity with respect to each firepower operation program created by the firepower generator operation program creation processing part 4, and creates a waterpower/pumped-hydropower operation program so that the operation cost of the firepower generator is reduced to the minimum as a whole.
