PROBLEM TO BE SOLVED: To draw a water leakage investigation plan with a high cost-benefit performance under limited resources in a situation where there is uncertainty about water leakage.SOLUTION: A water leakage investigation planning device generates prediction model information for predicting transition in an amount of water leakage in an area on the basis of at least one information of water leakage amount information, pipeline information, and investigation/repair information; generates predicted water leakage amount information of the area on the basis of the prediction model information; and draws a water leakage investigation plan defining execution order of water leakage investigations in a plurality of areas on the basis of the predicted water leakage amount information. The predicted water leakage amount information is generated based on both prediction values of an expectation value of the amount of water leakage and the uncertainty, and draws the water leakage investigation plan using a calculated water leakage cost.
