An embodiment of the present invention relates to a monitoring system for preventing a beating and a cruel act, and aims to prevent the beating and the cruel act, taking place in a monitoring blind spot such as a school, an institute, an army, etc., by using an intelligent voice and image system. The embodiment of the present invention comprises: a sound source processing apparatus for detecting a sound source signal in a monitoring area, and judging whether an abnormal event occurs in the monitoring area based on the detected sound source signal; an image processing apparatus for filming and storing an image of the monitoring area if determined that the abnormal event occurs in the sound source signal, and outputting a first warning signal set in advance and a second warning signal received from the outside; a central monitoring apparatus for receiving the sound source signal detected in the sound source processing apparatus and an image signal filmed in the image processing apparatus if determined the abnormal event occurs in the sound source signal, recognizing an action of an object included in the image signal, and transferring the second warning signal set in advance to the image processing apparatus; and a manager terminal having a real-time detection application, connected to a central monitoring apparatus through a wire and wireless communication net by the real-time detection application, receiving information of the sound source signal, an execution signal, and the second warning signal from the central monitoring apparatus, and transferring a control command signal to the central monitoring apparatus.
