PROBLEM TO BE SOLVED: To provide a radio communication device which is able to reliably perform radio communication with a communication destination device while reducing the amount of power consumption.SOLUTION: A radio communication device 81 operates either operational mode of a Radio On Demand (ROD) mode and a non-ROD mode. The non-ROD mode sets the state of the device to an activation state in which the device can perform radio communication with a communication destination device 82 in accordance with a first communication method. The ROD mode is configured to set the state of the device to either of the activation state and a sleep state in which the device can receive an activation instruction signal in accordance with a second communication method about which electric power necessary to receive the signal is smaller than that of the first communication method but cannot perform radio communication with the communication destination device in accordance with the first communication method, and is configured to set the state of the device to the sleep state when a predetermined sleep condition is met, and set the state of the device to the activation state when the activation instruction signal is received.
