PROBLEM TO BE SOLVED: To provide a chemical decontamination secondary waste reduction method, a secondary waste elution and recovery apparatus and a chemical decontamination system capable of an electrodeposition analysis and recovery of metallic ions or radionuclide adsorbed by a cation exchange resin with high current utilization ratio.SOLUTION: A secondary waste elution and recovery apparatus 3 comprises: an eluent tank 32 storing a mixture liquid of hydrazine and any one of a formic acid, a glycolic acid and a malonic acid as an eluent; and an electrodeposition analysis and recovery device 30 precipitating metallic ions or radionuclide on a cathode surface and recovering the metallic ions or radionuclide by supplying the eluent into a cation exchange resin column 21 into which the metallic ions or the radionuclide has been trapped, introducing the eluent containing the metallic ions or the radionuclide into a cathode chamber isolated by a cation exchange membrane, introducing electrolyte into an anode chamber and carrying a current to an anode and a cathode.SELECTED DRAWING: Figure 1
