PROBLEM TO BE SOLVED: To provide an elution/recovery apparatus and a chemical decontamination system which are capable of electrodepositing and recovering at a high current utilization rate, metal ions and/or radioactive nuclides adsorbed by a positive ion exchange resin tower, and meanwhile, capable of reducing an amount of waste generated by electrodeposition.SOLUTION: An elution/recovery apparatus 3 includes: an eluate tank 32 for accommodating as an eluate, a mixture of hydrazine and any one of at least formic acid, glycolic acid, and malonic acid; and an electrodeposition/recovery apparatus 30 for introducing an eluate which is flown through a positive ion exchange resin tower 21 and contains captured metal ions and/or radioactive nuclides, into a negative electrode chamber 304 isolated by a positive ion exchange membrane 301, and meanwhile, introducing an electrolyte into a positive electrode chamber 305 and applying electricity thereto to thereby depositing the metal ions and/or radioactive nuclides on a surface of a negative electrode 302 and recovering the same. The negative electrode 302 includes a planar metal foil fixing member 501, and a metal foil 502 disposed on at least on a surface facing the positive electrode 303 among the planar metal foil fixing member 501.SELECTED DRAWING: Figure 6
