Tipping points

This fall,we are at the tipping point on a number of important things,the U.S.and Afghan presidential elections being two major events.Observers now say global oil markets are at an inflection point as well,with OPEC barely able to meet growing demand and its spare capacity at its lowest point in years.A great deal of potential remains in Saudi Arabia and Iraq,to be sure,but the world questions their ability to spend the capital needed to bring more oil on stream in a timely way.
