Noise Provisions Abound in FAA Reauthorization Bill

For the first time since 2007, FAA will have multi-year authorization from Congress. House and Senate conferees agreed to a compromise on legislation that both chambers passed in April 2011, and, as NRR goes to press, President Obama is expected to sign the bill. The FAA Modernization and Reform Act of 2012 provides the AIP with $3.35 billion for each fiscal year from 2012 through 2015, authorizes categorical exclusion from NEPA for most Next-Gen performance-based navigation procedures, mandates monitoring of noise impacts of the New York/New Jersey/Philadelphia Metropolitan Area Airspace Redesign, and bans small aircraft that do not meet Stage 3 noise standards.
