Pemex's Tula refinery work awaits partner

Completing a $4bn improvement plan at Mexico's 315,000 b/d Tula refinery will have to be handled by the next presidential administration as state-run Pemex struggles to find an investment partner. Pemex has invited 63 companies to form an alliance for the first phase, in which an additional $1.6bn is needed, but has no takers so far, Pemex said. Mexico's output of refinery products has continued to decline after years of under-investment at its six refineries and a series of natural disasters last year.
