Indonesia’s National Education System Law No. 20 of 2003 states that National Education aims to improve the quality of Indonesian human, not only to be clever human, but having good characters as well. The purpose of this research is to design educational applications (simulationtools) for early childhood education (ECD) in order the early stage children will have anticoruption character. The educational application development is in line with the culture of corruption prevention in accordance to Indonesia regulation, which supports the character education in ECD.This breakthrough of educational game is necessary to synergy the domains of education in the area of technology, which elaborate the concept of intellect, personality and social behavior in an edutainment package that is easily accepted by early young learners. Humanistic concept in the gameis derived from the basic philosophy of the state Pancasila, so that the direction of this research is to create educational game application as an innovative learning concept of anti-corruption. The central theme developed in the game is “Sila,” the honest girl from Kampong Pancasila,the series of “finding a wallet on the street.” Conclusion of the research, stating that there is a significant difference between anti-corruption message delivery based on a game method guided by teachers compared with the method of oral delivery anticurruption by the teacherin the classical style. The involvement of experts and practitioners to strengthen the results of a quantitative approach through focus group discussions, which are intended to build referral strategic aspects and features of the game content, such as cognitive, affective and psycho-motor.
