Coast Guard proposing safety rule for OCS vessels

Washington—The US Coast Guard is proposing that all vessels engaged in oil and gas drilling and production on the Outer Continental Shelf have specific safety and environmental management plans that spell out how the crews will manage the risks associated with such activities. The vessel-specific requirements to have a Safety and Environmental Management System (SEMS) would apply to vessels involved in seismic activities, production well servicing, well stimulation, dive support, supply and logistical services and similar activities. The requirement would apply to vessels that also serve as drilling or production platforms attached to the seabed.
