Latest site pick faces uncertain crude s Mexico City-Tula, in the central Mexican state of Hidalgo, has been chosen as the site for Pemex's new 300,000 b/d refinery, though how it will source the crude it will need to operate remains an open question. The state oil company's director-general Jesus Reyes Heroles announced the Tula site selection August 11. Tula had been competing with Salamanca, Guanajuato, also in central Mexico, to prove title to the land needed for the new plant, slated to cost at least $9 billion, and which would be the first refinery to be built in Mexico in 30 years.
