Moscow has high hopes that an oil production "freeze" deal will be agreed at a meeting of producing countries in Doha on Apr. 17, having confessed that consultations between Opec and non-Opec producers on the oversupply in global oil markets were a Russian initiative (OD Apr.6'16). Russia's energy ministry also revealed Thursday production plans for 2016 which are in line with the freeze commitments. Exports, however, are set to rise, but Russian Energy Minister Alexander Novak repeated that he doesn't see this hurting the chances of an accord being reached in Doha.
