Russia will kick off 2011 with a decline in seaborne oil exports, with fewer barrels ex- pected out of the flagship Baltic port of Pri- morsk or the Pacific port of Kozmino, where sales are forecast to drop due to the start-up of a spur from the East Siberia-Pacific Ocean (Espo) pipe to China.
