PROBLEM TO BE SOLVED: To improve the attaching and detaching performance of a holder and the operation performance of elevating and declining a toilet stool by attaching and detaching the holder to and from the side part of the toilet seat or compactly and integrally providing the holder at the outside of the side part of the seat so as to facilitate attaching and detaching of the holder to the seat to prevent it from getting dirty so as to be sanitary.;SOLUTION: A flange part 3 is integrally provided to a spherical grip part 1 via a neck part 2, and an attaching and detaching rod 4 with a steeple head part 5 for attaching and detaching by inserting to a mounting hole (d) provided on the side part b1 of the toilet seat (b) is projectingly installed at the part 3 in the holder for elevating and declining a toilet seat of an attaching and detaching type. In the holder, an attaching and detaching bolt 7 with a steeple head part 8 for attaching and detaching to and from a mounting screw hole (e) provided on the part b1 of the seat (b) is projectingly provided in stead of the rod 4.
