COP 7 and a Japanese strategy towards global warming - reduce the economic burdens on people by utilizing the Kyoto mechanism

Progress is being made, based on an agreement among the world's principal countries, now in the tenth year following the global summit held in 1992, toward ratification of the Kyoto Protocol at the first global summit of the twenty-first century to be held in September 2002. Although the issue of whether or not Japan should ratify the Kyoto Protocol is quite important, it is not a focus of this paper. Discussed and proposed here are options for minimizing the costs of protecting the environment that must be borne by either the citizens of Japan or the country's industries using Kyoto Mechanisms through which Japan will be able to achieve the targeted reduction set forth in the Kyoto Protocol by the year 2010.
