Duke Energy Carolinas, Progress Energy Carolinas and the North Carolina Utilities Commission's independent Public Staff, which represents utility customers, have agreed on the general terms of a proposed settlement agreement that could help speed the way for the utilities' parent companies to secure NCUC approval for their planned combination, Public Staff attorney Giselle Rankin said Thursday.
