As of mid-March, it appears that the water shortage in California has gone from bad to worse. Last year, Central Valley farmers received a 40 percent allocation from the Central Valley Water project—barely enough keep their row crops alive. This year, the water allocation is down to a record breaking zero percent. "We have never been at zero percent," says Sarah Woolf Clark, spokesperson for Westlands Water District in Fresno. "In 1992, we had been told that we might get a zero percent allocation, but then we had record rainfall by March and we got an allotment."
