Graham’s draft bill would create ‘clean energy’ market; coal included

National trading markets for clean energy and energy efficiency credits would open in 2012 under a discussion draft of an energy bill circulated by a key senator involved in ongoing energy and climate change bill talks. Senator Lindsey Graham’s spokesman, Kevin Bishop, said February 17 that the 40-page draft is from October.
