Enviros see carbon auction as key to funding mitigation plans

The US government should auction carbon allowances under a greenhouse gas cap-and-trade program to raise billions of dollars to fund energy efficiency programs and to mitigate climate change, according to a new report by environmental group Clean Air Watch. The group released the 14-page report as Democrats in Congress are crafting a GHG trading program that most experts expect to be enacted after the Bush administration leaves office in January 2009. President Bush has steadfastly opposed direct GHG caps.
