America's ongoing nursing shortage has been talked about and debated since 1998, after managed care changed the work environment for nurses so significantly in the 1990s. Nurses were provided with fewer resources at a time when greater demands resulted in deep dissatisfaction and disillusionment in the profession. In 2001, the Robert Wood Johnson Foundation commissioned a study to better understand all of the underlying factors contributing to this serious public health problem and to inform a deliberate response. Some of the factors identified were much broader and more deeply entrenched than those contributing to previous nursing shortage experiences.
