At the end of January DEFRA published a report entitled UK Levy Boards: Research to Underpin the Fresh Start Review. Despite the dull-sounding name, the report will have a profound effect on the way in which the industry works. The report is part of the process to dramatically change the levy boards. It will provide guidance for the new levy bodies, which will be expected to take account of its recommendations.
