With EU carbon prices of just ?6 ($6.50) per ton too low to stem coal use across most of Europe, France has proposed setting a unilateral carbon floor price of around ?30/ton that the government says would help curb carbon emissions, make the cost of burning coal punitive, spur low-carbon investment and further the climate deal agreed in Paris last December.
