A certificate of competence (CoC) suggests that an officer is competent up to a specified level in the eyes of their national administration. "The reality, of course, is that they [the officers] have met the criteria to pass that licence, but that doesn't necessarily mean that they are competent to undertake a function on a specific vessel," Andy Cook, crew director at V. Ships, told SASL As John Bainbridge, assistant secretary of the International Transport Workers' Federation, said, competency is only judged by academic achievement and reactions on a simulator. He wants a review of the principles of safe manning under Resolution A890 so that the levels are determined along the lines of the International Ship Management Code (see box). "As the shortage of officers increases, competence will become more and more of an issue," he predicted.
