Power-brokers 'key to cutting piracy'

A "window of opportunity" exists for the international community and the government of Somalia to tackle piracy, according to a report released by the World Bank. Entitled The pirates of Somalia: ending the threat, rebuilding a nation, the April report analyses the pirates' business model. Start-up costs for a pirate gang are estimated at $80,000 with a total wage bill of $265,000. Although kidnappers netted an average of $3.3M per vessel, the cost to the shipowner was more than double that. However, the probability of a particular ship being seized was only 0.1%.
