The papers presented and the input to the discussions made it only too clear what a minefield infrastructure financing is: The influence of policy on the standing of the rail transport mode in each Member State: The balance between charges paid by users and the financial commitment from the state as in the past boils down to the national stance on whether operating railway infrastructure is a public service or a commercial activity.
