Railways have historically lost market share in both passenger and freight. One reason for this is that, in a market economy, they have failed to offer customers competitive products. This has to change. To reverse the historic trends it is necessary for costs to go down, quality of service to rise and for railways to become market-orientated. This means opening up networks to other operators.
