Kelliher Sees Need For More Attention To Detail In Co2 Program Design, Including Regulations

It is one thing to propose a cap-and-trade regime for carbon dioxide emissions, "but you have to sweat the details and come up with some means to regulate that regime," Federal Energy Regulatory Commission Chairman Joseph Kelliher said last week. The US needs "a regulatory regime for carbon." In a presentation during an event called the Virtual Energy Forum, an online conference produced by PlatformQ, Kelliher said that with the exception of a proposal by Representative John Dingell, Democrat-Michigan, "many of the climate change bills actually don't bother to spell that out." Dingell's measure would have given FERC itself the authority to regulate carbon trading by creating and overseeing trading exchanges. The commission has not asked to be designated as the regulator, but Kelliher takes Dingell's proposal as a vote of confidence in the agency. He identified two other regulatory options: the Commodity Futures Trading Commission or a new agency, potentially under the Environmental Protection Agency, dedicated to carbon trading.
