For the reasons discussed above, we find that the Staffs review of Dominion's combined license application was sufficient to support the findings in 10 C.F.R, §§52.97(a) and 51.107(a). We authorize the Director of the Office of New Rectors to issue the combined license for the construction and operation of North Anna Power Station, Unit 3. We authorize the Staff to issue the record of decision.
