Last month I left readers with the various official opinions on my estimate of the gap between the Government's Statement of Funds Available (SoFA) and the income Network Rail believes it will need to deliver the High Level Output Specification (HLOS). I made it between £3billion and £5billion. It was a typical piece of 'Informed Sources' tight-rope walking. Such analysis always carries the risk of being embarrassingly wrong in public. And in this case there was no safety net because the Office of Rail Regulation was due to give the official view between the column going to press and appearing in print.
